Fiscalization tax reform/ Ibrahimaj: Tax administration to adapt advisory approach to taxpayers this year

TIRANA, May 29 /ATA/ – The new fiscalization tax reform launched by the Tax Administration since January 1, 2021, is expected to yield positive effects to the country’s economy and businesses in particular as the automatic transactions and issuance of an electronic invoice shortens time and is safer for both the seller and the purchaser.

The Director General of the Tax Administration Delina Ibrahimaj said in an interview with the Albanian Telegraphic Agency (ATA) that the process is working properly and the tax administration will adapt a more advisory and informing approach rather than a punishing approach.

Ibrahimaj said that the first phase of the fiscalization process included taxpayers who issue invoices to public entities.

“These taxpayers issue electronic invoices through the Self Care portal which is a fiscalization portal or via the certified software programs since January 1 this year. This process is working as planned,” Ibrahimaj said.

According to her, public institutions accept electronically-issued invoices only.

Ibrahimaj added that a number of businesses that are not legally obliged to abide by the fiscalization reform has opted to become part of it.

She said that the second phase of the new tax reform is set to start on July 1, with all business to business transactions to be carried out under the fiscalization program.

The Tax Admintration Director said that a large number of businesses are expected to be included in the fiscalization process starting as of July 1 and that the tax administration has taken a series of measures and informing and training initiatives for this business category.

The final phase of the process is set to begin on September 1, when all transactions between business and consumer should be carried out under the fiscalization program.

She said that the tax administration will take measures to ensure that every taxpayer fulfils the legal obligation and register with the Self Care portal and receive the required electronic certificate.
