Minister: ‘Mountain Package’ does not affect private property rights

TIRANA, June 4 /ATA/ – “Mountain Package” initiative does not infringe on private property rights and is intended to support economic development in rural and mountainous areas across Albania, State Minister for Local Government Ervin Demo said on Thursday.

Speaking in parliament, Demo said the programme applies only to eligible state-owned land and includes legal safeguards to protect private ownership.

He said applications are subject to municipal review and a 45-day public consultation period, during which any competing ownership claims can be raised.

Demo described the initiative as a tool to attract investment, create jobs and boost tourism in mountain regions.

The programme has drawn criticism from opponents concerned about property rights, but the government says the law clearly excludes private property from its scope.
