Berisha claims Albania’s public procurement integrity has fallen by 14 points

TIRANA, May 12 /ATA/ – Democratic Party leader Sali Berisha claimed on Tuesday that the integrity of public procurement in Albania has declined by 14 points compared with the period when the main opposition party was in power.

Speaking at a press conference, Berisha said that during the Democratic Party’s time in power, Albania had received recognition from the United Nations for transparency in public procurement system.

He said Albania was the first country in the world to implement a fully digital procurement system, for which it was awarded second place globally by the UN in 2010 for public administration transparency.

Berisha said that during the 2010-2012 period, procurement integrity was assessed at around 80%, but has since declined.

“After that period, procurement integrity fell to an average of 70%. It dropped by 10 points, and not only that, but in 2026 it has fallen to 66 points, a total decline of 14 points,” he said.

Berisha described the decline as “dramatic,” arguing that despite more advanced technology available today, the procurement system has not improved but has instead deteriorated progressively.
