Mountain Package: Demo says 36 municipalities designate 304 priority zones, with over 600 expressions of interest in Tirana

TIRANA, April 20  /ATA/ Minister of State for Local Government, Ervin Demo, announced on Monday that one of the categories eligible to apply for the Mountain Package consists of individuals who own land not yet distributed under Law 7501, but who have utilized it in accordance with the historical boundaries of their family properties.

Speaking at a meeting with representatives of the agrotourism sector in Tirana, attended also by Prime Minister Edi Rama, Demo emphasized that beneficiaries may include citizens who, over the past decades, have cultivated these lands for agricultural purposes, thereby creating opportunities for enterprise development in these areas.

The role of municipalities is fundamental in this initiative, beginning with the application phase, where they designate the priority areas for development,” Demo stated.

The Minister further noted that, at present, 36 municipalities have designated priority areas, amounting to a total of 304 zones, while the process is ongoing in other municipalities.

He clarified that, following the approval of these zones, the maps will be published online on the e‑Albania platform, in a section dedicated to the Mountain Package.

“Every citizen will have the opportunity to visually verify whether their property is included within a priority zone and subsequently submit an application. The municipality will then follow the procedures for on‑site verification and engagement with the community,” Demo emphasized.

He underscored the importance of transparency in order to prevent conflicts among residents or potential investors.

Referring to Tirana, Demo reported that more than 600 preliminary expressions of interest have been registered.

“These applications are not yet official, as the final approval of the priority zones is still pending. Once that approval is granted, each individual or entrepreneur who has expressed interest will be eligible to develop their property within the framework of the Mountain Package,” he stated.

According to the Minister, the package aims to support small and medium‑sized enterprises in the territory and to spur the development of the local economy.

“Tirana boasts an extraordinary diversity around its urban area and sees a high influx of tourists. The Mountain Package will contribute to strengthening the local economy by unlocking this potential,” Demo concluded.
