Puzzo: Judicial reform, a long-term effort that must be sustained

TIRANA, Sept 25 /ATA/ Justice institutions from across the region gathered today in Tirana to attend the two-day conference titled “Justice Inspection Services and the Challenges of Integration.” The event serves as a platform for exchanging experiences, addressing key challenges related to judicial integrity, and exploring the critical role these institutions play in the ongoing process of European Union integration.
The conference, the first of its kind, was held as a collaborative effort between the OSCE Presence in Albania, the Office of the High Inspectorate of Justice, and the OSCE missions in Belgrade, Podgorica, Pristina, Sarajevo, and Skopje.
At the opening of the conference, Mauro Puzzo, Head of the Rule of Law and Human Rights Department at the OSCE Presence in Albania, emphasized that judicial reform is not a one-time event but a long-term process that needs to be supported and carried forward.

“A clear indication of the ongoing need for reform is the significant shortage of judges and prosecutors. While justice institutions in Albania have made considerable progress, the challenges are far from over. For instance, since its establishment in 2020, the High Inspectorate of Justice has been operating with fewer than half of the inspectors initially envisioned,” he stated.
The conference was also addressed by the High Inspector of Justice, Artur Metani; the Chairman of the High Judicial Council, Ilir Rusi; and the Chairwoman of the High Prosecutorial Council, Mirela Bogdani.
