Tarran: Lack of dialogue and violence undermine Albania’s democratic process

TIRANA, Oct 28 /ATA/ The OSCE Ambassador to Albania, Michel Tarran, emphasized the importance of dialogue and civic participation in public life during a statement regarding the protests held in Tirana in recent weeks.

Speaking to the press from Elbasan, Tarran noted that violence has no place in a democracy.

“Observing developments over recent months, a deficit of meaningful dialogue is evident. There is a widespread perception among the public that their input is neither heard nor reflected in decision-making,” stated the ambassador. He further affirmed that all avenues for consultation must be actively promoted, particularly within the framework of EU integration and the institutional strengthening of democratic governance.

“We stand alongside you—the Albanian people, institution leaders, and civic organizers—as international partners committed to reinforcing current channels and opening new avenues for discussion,” Tarran noted. He emphasized that true democracy extends far beyond election days, demanding ongoing public participation in policy discussions and governance.

“Democracy goes beyond going to the ballot box every four years; it is an ongoing daily commitment where every citizen’s voice has a meaningful seat at the table,” the OSCE ambassador declared. He further stressed the urgent need to build platforms where citizens—especially youth—can voice their concerns and shape key public affairs.

Pointing to an ongoing civic forum in Elbasan hosting 55 panel discussions, Tarran praised the initiative’s title, “Thuaje” (“Speak Up”), for encouraging public discourse. Asked about recent Tirana rallies and allegations of excessive police force against student protesters and minors, the OSCE ambassador reiterated that violence has no place in a democratic society.

“This matter cannot be addressed in isolation without also addressing violence from other sides. Violence, across the board, has no place in democratic life or in a democratic state like Albania,” he emphasized. The OSCE ambassador voiced deep concern over recent clashes in the capital, adding, “It is deeply regrettable to see so many violent incidents unfold in Tirana over recent weeks.”
