Kumbaro: Albania to host PISA Board in Tirana for first time

TIRANA, Sept 17/ATA/ Education Minister Mirela Kumbaro announced that the PISA board meeting will be held for the first time in Albania.

Addressing Parliament during an interpellation on the PISA 2025 results, Kumbaro said: “The PISA board has decided to hold its next meeting in Albania. So, in October, we will welcome the PISA board to convene in Tirana.”

Kumbaro stressed that, following the PISA 2025 results, the Ministry of Education team together with the National Agency for Educational Services is continuing work on an indepth analysis of the PISA report.

She said the review aims to interpret the findings and draw the necessary conclusions, comparing Albania’s performance over time, with neighbouring countries and with states of similar socio‑cultural and economic realities, while also taking global trends into account.

Kumbaro referred to the technical note on Albania’s PISA results, emphasising that it is a cautionary annotation requiring careful interpretation of the data, rather than a statement invalidating the findings.

OECD has stated that, in the scenario analysed, 428 points represent the lower bound of the credible average for the worst possible outcome; likewise, 7.5% of the standard deviation is an estimate of potential bias, not a 7.5% reduction of Albania’s score.

Kumbaro underlined that the star beside Albania’s name in the PISA results does not signify invalidity but serves as a cautionary note for interpretation. She stressed that the OECD has not annulled Albania’s results or excluded the country from PISA, pointing out that similar technical annotations have been applied to other nations, including the United States, the Netherlands, New Zealand, Norway and Canada, for methodological reasons..

Education Minister Mirela Kumbaro said PISA is one of the instruments that helps assess and improve the education system, stressing that the student remains at the centre of this process.
