Customs: Undeclared cigarette consumption falls to 1.5%, from 6% in 2019
TIRANA, Aug 13 /ATA/ Undeclared cigarette consumption in Albania dropped to 1.5% in 2025, down from 6% in 2019, marking a significant reduction in the use of tobacco products sold outside the declared market.
The figure was announced by General Director of Customs Besmir Beja, citing a study by Development Solutions Associates (DSA), in collaboration with Economics for Health at Johns Hopkins University (JHU).
According to the study, higher excise duties have not been accompanied by a significant increase in the illicit trade of manufactured cigarettes.
Beja stressed that the findings highlight the importance of strengthening market monitoring and the traceability of tobacco products, alongside ensuring compliance with tax obligations, as tools to curb illicit trade.
He noted that the Customs Administration will continue to carry out inspections and monitor tobacco products, with a focus on preventing illicit trade and improving compliance with tax obligations.
