TIRANA, July 15 /ATA/ – Albania scored 64 out of 100 in the 2025 Open Budget Survey (OBS), ranking above the global threshold of 60 points for sufficient budget transparency and above the regional average, according to the latest assessment.
The result reflects steady progress since 2021, with one of the key achievements being the first publication of a Citizens Budget, making fiscal information more accessible and easier for the public to understand.
The report placed Albania ahead of several countries in the region, including Croatia, Kosovo, Montenegro, Serbia, North Macedonia and Bosnia and Herzegovina.
Published by the British Embassy in Tirana on Wednesday, the report said transparency was not limited to the publication of documents but required clear and detailed information that strengthens public accountability.
“However, this result also highlights the areas where reforms should focus in the next phase. Priority areas include fiscal risks, expenditure arrears and strengthening the link between budget allocations and tangible public policy outcomes,” the Embassy said in a social media post.
The report noted that Albania was moving towards higher standards of open governance.
“Transparency does not only mean publishing documents, but providing the right information with the necessary level of detail, enabling citizens and institutions to exercise oversight and demand accountability from government. Albania is moving in the right direction. The challenge now is to go further,” the Embassy said.
