EU appoints German diplomat Dirk Schubel as special representative for Kosovo

PRISHTINA, July 13 /ATA/- The Council of the European Union has appointed German diplomat Dirk Schubel as the European Union’s new Special Representative for Kosovo, with a two-year mandate beginning on September 1.

Schubel will succeed Estonian diplomat Aivo Orav, who served in the role until the end of March 2026.

A veteran diplomat, Schubel has held senior positions within the European External Action Service (EEAS), the European Commission and Germany’s foreign ministry. He currently heads the EEAS Russia Division.

He previously served as the EU’s Special Envoy for the Eastern Partnership from 2022 to 2024 and as head of the EU Delegations to Belarus between 2019 and 2022 and Moldova from 2009 to 2013.

According to the Council’s decision, Schubel’s mandate will focus on promoting a stable, democratic and multi-ethnic Kosovo, while supporting the country’s European integration prospects.

His responsibilities include monitoring progress on political, economic and security priorities, advancing human rights, the rule of law and the protection of communities, and enhancing EU policy coordination in Kosovo.

Schubel will also provide political guidance to the European Union Rule of Law Mission in Kosovo (EULEX) and support the EU-facilitated dialogue between Kosovo and Serbia, aimed at strengthening regional stability and good neighbourly relations.
