ERE approves new energy supply quality standards through 2028

TIRANA, June 13 /ATA/ Energy Regulatory Authority (ERE) has approved amendments to the regulation governing electricity distribution service quality and network security standards, setting new performance targets for the 2026–2028 period.

The decision is aimed at gradually improving the quality of electricity supply for consumers and aligning service standards with developments in the energy market.

Under the revised rules, key quality indicators are expected to improve, including the volume of undelivered energy, the average duration of power outages per customer, and the frequency of service interruptions.

The average duration of power outages is projected to decline from 36.07 hours in 2026 to 34.64 hours in 2028, while the average frequency of interruptions is expected to fall from 21.72 to 20.86 outages per customer over the same period.

Another key change concerns greater transparency for consumers. The Distribution System Operator will be required to publish service quality indicators on a regular basis — every three months for periodic results and each January for the annual performance report covering the previous year.

The decision also introduces improvements to compensation mechanisms for electricity suppliers in cases of unplanned outages, providing for compensation related to imbalances caused by disruptions in the distribution network.

According to Energy Regulatory Authority (ERE), the changes follow recommendations from the Albanian Parliament to review service quality standards and are based on reports submitted by the Distribution System Operator, which indicate a continuing improvement in the network’s performance indicators.
