Tarran: OSCE supports penitentiary reform in Albania

TIRANA, June 12 /ATA/ Head of the OSCE Presence in Albania, Ambassador Michel Tarran met today with the new Director General of Prisons Adriatik Kupi to reaffirm the Presence’s ongoing support for penitentiary reform and outline areas for future cooperation.

Ambassador Tarran praised the Supreme Court’s May decision to curb the excessive use of custody. The ruling confirms that detention is an exceptional measure, permissible only when all other alternatives are inadequate and justified by concrete, individualized reasoning.

“The OSCE Presence in Albania is a committed partner to the General Directorate of Prisons. Together, we are driving forward prison reforms that safeguard human rights, elevate public safety and empower inmates to successfully reintegrate into society,” he said. /gj.m/a.f/p.s./
