TIRANA, June 10 /ATA/ – Main opposition Democratic Party (DP) lawmaker Jorida Tabaku on Wednesday renewed criticism of Albania’s Strategic Investments Law, saying it has become a mechanism that favours a small group of beneficiaries while undermining private property rights.
In a video posted on social media, Tabaku said DP had opposed the legislation since it was first introduced in 2015 as a temporary measure, arguing that it infringed constitutional protections for private property.
“Today we are seeing the consequences of what is, in our view, the most corrupt law approved by parliament in the past decade,” Tabaku said, adding that opposition amendments aimed at protecting property rights had been ignored.
She said the law had been extended at least five times and had effectively become a permanent framework for granting privileges to selected investors.
Tabaku also disputed the government’s claim that the legislation had attracted foreign capital.
“The law has not delivered economic development or foreign investment. Of around 80 decisions approved by the Strategic Investments Committee, only two can be considered foreign investments,” she said.
According to Tabaku, the law has mainly been used to facilitate tourism and coastal development projects, often leading to disputes over property rights and preferential treatment for a limited number of beneficiaries.
She also linked the legislation to recent public protests, arguing that it had become a symbol of broader concerns over governance, transparency and the distribution of state-backed privileges.
“It is a law that benefits a minority at the expense of the public interest,” Tabaku said.
