SIGMA report: Albania’s ongoing reform progress

TIRANA, May 5/ATA/ A latest report of the SIGMA, a joint initiative of the OECD and the European Union to improve governance and management, appreciates that Albania stands out as having established best-practice standards in key aspects.

One of the distinctive elements is related to the role of ministers of state. Unlike countries in the region, in Albania, they have a clearly defined role with detailed mission and functions.

The report also highlights the unique role of deputy ministers in Albania. While in many countries they remain mainly political figures, in Albania, according to the report, they function as policy managers, leading specific areas and exercising oversight over relevant units.

According to the report, Albania ranks the first in the region with 4.4% of GDP per capita, while in other countries such as North Macedonia and Serbia it ranges between 1.9% and 2.1%.

Also, Albania is highlighted as one of the countries with the most consolidated practices in inter-institutional coordination.

The report highlights that Albania has the best performance in the field of public consultation on draft laws, too.

The report highlights the fact that Albania operates with one of the smallest ministerial structures in Europe.

SIGMA findings show that Albania has taken concrete actions towards modernizing administration and governance, by building more functional, more transparent and more coordinated mechanisms. /m.m/j.p/p.s./
