TIRANA, April 21 /ATA/ – Albania’s Centralised Purchasing Operator (OBP) has saved the state budget about 40 million euros in its first two years of operation, highlighting gains in efficiency and transparency in public procurement.
Over this period, OBP conducted 1,163 procurement procedures with a total value exceeding 400 million euros.
Beyond financial savings, the agency said it has improved administrative processes by reducing procurement timelines, standardising technical specifications and pricing, and expanding the use of digital platforms.
Around 600 economic operators are currently registered to receive automatic notifications of OBP procedures, contributing to increased participation and competition. A growing number of public institutions are also voluntarily using OBP catalogues, reflecting confidence in the centralised model.
In 2025, OBP carried out 41 sustainable procurement procedures, accounting for about 7% of the total, integrating environmental and social criteria. It also conducted 16 social procurement tenders requiring at least 5% of employees to be registered jobseekers, with more than 350 such candidates declared for employment in public contracts.
The results confirm centralised procurement as an effective mechanism for improving the use of public funds, increasing transparency and standardising procedures, the agency said, adding it aims to further strengthen its role as a modern public administration model.
