Kumbaro: Creating a National Education Agency to improve service quality

TIRANA, April 20/ATA/ The government presented today the draft law to establish the National Agency for Educational Services. This initiative aims to modernize educational service delivery, expand public access to higher and pre-university education and formalize other services under current legislation.

In her speech to the MPs, Minister of Education Mirela Kumbaro said that Reforming the Educational Services Center will enhance operational quality and ensure broader access to higher and pre-university services, adhering to all legal mandates.

“Despite processing 158,000 high-priority services annually—crucial for employment and academic continuity—this institution faces severe operational constraints due to underfunded digital, logistical, and human infrastructure,” explained Minister Kumbaro.

During presentation of the draft law, Minister Kumbaro also focused on the cooperation with the University of Cambridge in building a modernized assessment system in our country.

On the other hand, Kumbaro said that scheduled for adoption in 2026, this draft act forms part of the Ministry of Education’s strategic program and directly aligns with EU membership requirements under Chapter 26. /k.s/j.p/p.s./
