PM Rama: Cadastre digitalisation to be completed by 2027

TIRANA, April 2 /ATA – By Mala Marini/ – Prime Minister Edi Rama said Albania aims to complete the digitalisation of its cadastre system by 2027, as part of efforts to streamline property registration and improve public services.

Speaking during a meeting with local residents during a Socialist Party (SP) assembly in Tirana, the government head said legalization process for around 300,000 properties has completed nationwide, while about 70,000 cases remain pending.

“Legalisation is undoubtedly a difficult process. A large number have been completed, around 300,000, but there are still about 70,000 left. Some of these are problematic because their legalization cannot be approved under current law – they are built over collectors or roads – but others can and must be finalised,” Rama said.

He acknowledged concerns over delays, particularly cases dating back more than a decade, and said a new system with clear criteria based on application timelines will be introduced to ensure fairness.

The Prime Minister also highlighted progress in digitising cadastral records, describing outdated, map-based documentation as a key challenge.

“So far, 54 million pages have been scanned. Significant work has been done and we are now close to completion. By 2027, everything will be fully digitalised, making interaction with citizens much easier,” Rama said.
