Education Minister: Albania to create National Educational Services Agency with Cambridge expertise

TIRANA, March 31 /ATA/ – Albania is moving forward with the establishment of a National Educational Services Agency, a new institution designed to oversee and develop national testing with transparency, meritocracy, and international standards, Education Minister Mirela Kumbaro said Tuesday.

Kumbaro said a recent working visit to the University of Cambridge will guide the agency’s reform, with technical and financial support from the Albanian-American Development Foundation.

“The government has passed legislation transforming this institution into a National Educational Services Agency. With Cambridge’s expertise and our partners at the Albanian-American Development Foundation, we are reforming the agency according to the highest international standards,” Kumbaro said.

The agency will oversee the State Matura exams, regulated professional tests, and international assessments such as PIRLS and TIMSS. Kumbaro said Cambridge’s support will focus on six key areas: system strengthening, digital transformation, quality and transparency enhancement, staff training, financial sustainability, and strategic planning.

She added that the creation of the agency also completes the requirements of EU accession Chapter 26, which covers education.
