PRISTINA, March 6 /ATA/ The President of Kosovo, Vjosa Osmani, said that on Friday she issued a decree to dissolve the Assembly, since, according to her, the country’s representatives ‘decided to send the country to elections.’”
“Through this decree I am fulfilling the constitutional obligation that is clearly defined… It is a great misfortune that the deputies did not choose the interests of Kosovo,” Osmani stated.
“March 5 marked the final deadline by which Kosovo was required to elect a new president, thirty days before the expiration of Osmani’s term on April 4. The parliamentary session was interrupted due to a lack of quorum, as the opposition was absent from the chamber. The candidates in the race were Glauk Konjufca and Fatmire Kollçaku-Mullhaxha, both from the ruling Vetëvendosje Movement. As a result, the Speaker of the Assembly, Albulena Haxhiu, requested that the Constitutional Court temporarily suspend the constitutional deadlines for the election of the new president.”
But, according to Osmani, the failed attempts the night before to elect the president in the Assembly were neither accidental nor thoughtless, even though the deputies had 23 days to finalize the process of the institution’s constitution.
“On the contrary, they were very carefully calculated and deliberately conceived, unfortunately,” Osmani stated.
She further noted that she will announce new elections following consultations with the leaders of political parties.
The citizens did not desire elections; this situation has arisen due to the Assembly’s failure to fulfill its constitutional duty. No one should wish for another political cycle, particularly at this moment when the country requires stability. Yet the nation has been brought to this point by irresponsible individuals with dangerous intentions.
She emphasized that prolonged delays would give rise to even more perilous circumstances.
“In the absence of constitutional clarity, an endlessly protracted process—as we witnessed in 2025—leads to a state that begins to relativize even its own Constitution.”
Some jurists have interpreted that the Assembly must elect the president within 60 days from the commencement of the session convened for that purpose.
However, Osmani has stated that Article 86 of the Constitution stipulates that the new president must be elected no later than 30 days before the expiration of the term of the incumbent president, which runs out on April 4.. /rel/sn/
