TIRANA, Feb 26 /ATA/- By Maela Marini/ Minister of State for Public Administration and Anti-Corruption, Adea Pirdeni, today emphasized that the transition towards a 2030 administration is a key priority, aimed at preparing Albania for its future membership in the European Union.
Minister Pirdeni briefed the SP parliamentary group on the progress of the public administration reform, as well as the key measures being undertaken to prevent corruption.
The Minister highlighted the highly positive assessment by SIGMA of the public administration’s performance, which clearly ranks Albania as the leading country in the region.
“It concerns four areas of public administration, specifically: public financial management, human resource management, the digitization of public services, as well as policy coordination,” stated Pirdeni.
According to her, SIGMA has particularly praised the salary reform, which represents the most significant structural intervention aimed at ensuring dignity for every civil servant.
“This reform establishes a clear career model based on rewards, recognition of professional competence, and, most importantly, upholds the commitment to periodically review the salary system,” stated Pirdeni.
Simultaneously, Minister Pirdeni highlighted that efforts to foster innovation within the administration have continued, with the goal of automating the generation of data for all public administration employees.
A key priority, according to Minister Pirdeni, is the transformation of the administration into a competitive employer through the implementation of a newly revised recruitment and evaluation model, which guarantees greater transparency and effective performance measurement within the administration.
“We aim to strategically reposition the administration as a career choice, attracting professionals with priority profiles for the country’s integration through the initiative ‘Your Career, Albania’s European Future,'” stated Pirdeni.
Furthermore, Pirdeni announced the development of a fully revised employment portal for the public administration, in collaboration with the Minister of Economy and Innovation.
“Simultaneously, in the first half of the year, we will finalize the process of assessing all our institutional capacities to effectively engage in the negotiation process. This involves identifying sectors with sufficient expertise and others with existing gaps, particularly through the creation of new structures or additional capacities, with a specific focus on resource optimization rather than the unrestricted expansion of public administration personnel,” she stated.
According to Minister Pirdeni, “The goal is to transition from an administration that negotiates to one that is prepared to implement EU legislation.”
In the field of anti-corruption and integrity, Pirdeni emphasized, “Our goal is clear and uncompromising: corruption is fought by reducing every day the opportunities for it to occur in practice.”
Minister Pirdeni emphasized that the focus is on preventing corruption, with success measured not just by investigations and convictions, but by the reduction in corrupt practices due to increasingly resilient systems.
“We have highlighted the key sectors that require special attention, including property, healthcare, taxes and customs, education, and public procurement,” said Pirdeni.
