Opposition warns new e-governance law could undermine transparency

TIRANA, Feb 18 /ATA/ – Main opposition Democratic Party (DP) lawmaker Enno Bozdo criticized amendments to Albania’s e-governance law on Wednesday, warning they could increase risks of non-transparency, misuse of public funds, and corruption.

In a press statement, Bozdo said the changes would allow the Agency for Information Society (AKSHI) to enter joint ventures with private companies, including those whose owners are under investigation for links to organized crime.

He also raised concerns about data security, noting that private partners would gain access to sensitive Albanian citizen information, including cadastral, judicial, and police data.

Bozdo said around 500 million euros in IT projects funded by AKSHI in recent years either no longer function or may no longer exist, yet were linked to sensitive systems.

“AKSHI, the institution established to protect national cyber security and sensitive citizen data, has effectively handed these responsibilities to entities tied to organized crime,” he said, describing the situation as a case of mega-corruption and institutional capture.
