TIRANA, Dec 11 /ATA/ – Democratic Party lawmaker Jorida Tabaku said on Thursday that Albania’s law on concessions and public-private partnerships (PPPs) leaves room for corruption.
Speaking in parliament during debate on the 2026 draft budget and fiscal package, Tabaku said that six out of 12 concession contracts are currently under investigation.
“The Albanian government has committed funds equal to half of the country’s Gross Domestic Product for concessions and PPPs, and half of them are under investigation. The previous law was among the best and aligned with EU standards, yet there was still room for corruption. The changes being proposed today are issues we have highlighted for years in the current law. When we speak about fighting corruption, considering the opportunities this law has created for abuse and the way it has been implemented, we must see this not as the failure of a few policies but as a failure of the Albanian state,” she said.
Tabaku argued that “corruption has become a system, and for this government it has been an architecture built stone by stone, eroding citizens’ hopes.”
According to Tabaku, “none of the published concession contracts offers transparency.”
The opposition MP also claimed that “concession contracts are being used for money laundering – not my words, but those of the US State Department’s report. We must uphold standards to determine where public money goes.”
