TIRANA, October 16 /ATA/ The Democratic Party has requested changes to the decision on establishment of the Special Commission for Electoral Reform and the Special Commission for Territorial Reform.
Referring to the Parliamentary tradition and the significance of these two reforms, the Democrats are requesting equality of members in the commissions between the ruling majority and the opposition.
Accordingly, for the electoral reform, it is requested that the commission should be composed of 16 members, of which 8 belong to the Socialist Party, 6 to the Democratic Party and 1 representative from the Parliamentary group “Alliance for Change” and the Parliamentary group of the Freedom Party.
The same principle is requested to be applied to the Special Commission for Territorial Reform.
It is also requested that international institutions, including the Congress of Local and Regional Authorities of the Council of Europe, be part of the expertise.
Likewise, for specific issues on which the parties do not reach consensus, it is proposed that they should be addressed to the Venice Commission and the Congress of Local and Regional Authorities of the Council of Europe. /m.m/p.s./
