Rama: 5-year blacklist for construction permit violators

TIRANA, October 3/ATA/ Prime Minister Edi Rama spoke today of producing a blacklist that will carry the names of all those who violate construction permits. They will be excluded from obtaining other construction permits for 5 years.

At a press conference on the measures taken to strengthen control over the territory and punish illegal construction, Rama explained that this blacklist will include developers, companies, administrators, partners and beneficial owners and will be kept updated by the Technical Secretariat of the National Council for Territory and Water.

The register, he said, will be public and accessible on the official website.

The prime minister emphasized that any entity that carries out works in violation of the approved permit will be punished with fines and other measures, being immediately included in the blacklist.

“The blacklist will include developers, companies, individuals who have violated the law, including administrators, partners, owners, beneficiaries, who will be excluded from any opportunity to obtain another construction permit for a period of 5 years,” Rama said.

This process will also include architects, whose licenses will be revoked for 5 years and they will not be able to practice their profession during this period.

“And this entire process of prohibition means that if an entity has carried out works in violation, in violation of the permit approved by the competent body, the National Council or the municipality and has added or changed even just the facade, these violations, which are of course followed by fines and other penalties, immediately make the entity part of the blacklist. It is not simply a matter of a single individual entity, but includes all those who participate in this process, including the architect, whose license is revoked for 5 years and who can no longer practice the profession”, he said.

This measure is part of the “Urban Renaissance 2.0” strategy and Albania’s preparations for membership in the European Union by 2030. /r.e/p.s./
