Karçanaj: Albania, World Runner-Up in e-Government Category

TIRANA, July 10 /ATA/ At the renowned “WSIS Prizes 2025” award ceremony in Geneva, Switzerland—one of the world’s leading events for technology and innovation—AKSHI’s General Director, Mirlinda Karçanaj, received the award on behalf of Albania.

The winning project enabled by artificial intelligence was titled “Harmonization of Albanian Legislation with the EU Acquis.”

The Director of the National Agency for Information Society explained that what started as the Prime Minister’s vision to speed up Albania’s EU integration has now come to fruition through this innovative module. This tool provides over 95% accurate translation and uses AI to align national legislation with European laws, performs AI-driven comparisons to identify overlaps or discrepancies in the harmonization process, and automatically generates tables of concordance.

Karçanaj shared on social media that tasks which previously demanded months of manual effort can now be completed in just minutes.

As a co-negotiator for Chapter 10, “Digital Transformation and Media,” the head of AKSHI described this award as a source of great pride on two levels.

“The artificial intelligence model that received this recognition was initially conceived by Prime Minister Edi Rama with a clear goal: to accelerate Albania’s integration process into the European Union. The translation of legislation, achieved with over 95% accuracy, and the automatic creation of concordance tables have significantly reduced the time and effort required by our integration structures. What once took months of work can now be done very quickly—in just a few minutes—with great accuracy and integrity. This is a concrete example of how innovation and vision help us move closer to the European Union,” Karçanaj said.
