Rama: Modernization of public administration is essential

TIRANA, May 29 /ATA/ Prime Minister Edi Rama said on Wednesday that the modernization of public administration is essential.

In his remarks during the launch of the Public Administration Motivation Plan, part of Albania 2030 challenge for EU membership and the qualitative increase of the state capabilities in the service of citizens, Prime Minister Rama said that “what is special about this meeting after the launch of the process led by Adea for energizing and modernizing the public administration is the fact that, as you saw and I hope your colleagues who are not present will also see, the initiative has an essential element in its design phase, which is your participation in the improvement of all those elements that make up daily life at work and the more they improve, the more everyone can expect from themselves and all together can expect from our work.”

Rama went on saying that “flexibility in working schedule is normal, but today it is also possible for another reason. Beyond what I said about the arrival at 8:00 sharp, it has been impossible to think about flexibility back then due to a large number of employees engaged in direct services to citizens.”

“Today we don’t have this problem, since most of the services are provided online, we no longer have counters except those that are impossible to close such as the case when you get your passport, you have to put your fingerprints or when you want to get married, there is no online marriage scheme yet. It will be introduced for sure. But 95% of the processes today are online,” Rama said, adding that today there are no more bricks and mortar offices to wait in line.

“Henceforth, the content of the work behind the closed doors of the counters can be administered with flexibility”, he added.

“This novelty is introduced bearing in mind the new mothers who have toddlers, those who need to drop off and pick up children from school.”

Prime Minister Rama said that “on the other hand, its planning requires a phase of testing, there are certain timings when joint meetings or internal interaction must be held.”

The Prime Minister emphasized that the spiritual and psychological well-being of employees, especially in the public administration, comes first.
