TIRANA, January 22/ATA/ The Parliamentary Committee for Economy and Finance started today the examination of the draft law “On public procurement”.

Minister of State for Relations with the Parliament Elisa Spiropali, who presented the draft law to the Committee, stated that the purpose of this draft law is to improve the regulatory framework of public procurement in Albania, aiming to further align the law with EU directives, this also as part of the commitments taken following the bilateral meeting within the “screening” process for chapter 5 “Public Procurement”.

Also, according to the minister, the changes come after the analysis of the problems arising during implementation of this law in practice by contracting authorities and economic operators, in order to facilitate the procurement process for all parties involved in it.

The minister emphasized that the law addresses issues of organizing the institutional framework of technological development by introducing concepts related to Artificial Intelligence and automation of the processes.

“By this proposal, we aim to improve the public procurement process in several main directions. Above all, it increases transparency and efficiency in procurement procedures. To achieve this goal, this draft law foresees the proposal for the development of innovation technology in the public procurement system in some elements of this process, the calculation of the limit value of the contract, the study of the market, the drafting of technical specifications and the evaluation of offers”, said the minister.

According to her, the draft/law introduces the use of advanced Artificial Intelligence (AI) technology and robotic processes in the dynamic electronic purchase and auction system.

“Technological developments not only increase transparency, but will also facilitate economic operators by reducing the time spent and previous costs for submitting notarized documentation for each procedure”, the minister emphasized.

She added that the documents will be generated automatically through the interaction of the systems.

On her part, Director of the Public Procurement Agency Reida Kashta said that the changes ensure that the control over the economic operators that will participate in the competition will be greater, since the information will be collected from all institutions in a virtual file./p.s./
