TIRANA, Jan 10 /ATA/ Prime Minister Edi Rama stated on Wednesday that we have the most outdated justice system in Europe, as far as digitization is concerned.
In a press conference after the extended govt. meeting on the priorities of 2024, Rama said that, “one of the most serious problems that we have inherited from the past has been the style of kiosks, which goes beyond the material phenomenon in territory.
“We have had a kiosk-like government, a kiosk-like state and an exemplary victim of this governing mindset and weak culture of the state is innovation,” Rama said.
“It has been invested in innovation, in the sense that modest investments have been made in digitization years before, but they are closed systems and as such are not connected with one another. Everyone has built a system,” said Rama.
The Prime Minister cited the example of the cyber attack on the Parliament.
“Why was the Parliament of the Republic of Albania successfully and easily attacked by our cyber adversaries? Because it was out of the system. In a nutshell, it was a digital kiosk. And we still have many such kiosks, which are outside the sphere of the government’s direct competence,” PM said.
In the meantime, Rama added, “in this era, with the cyber war posing a new threat, you saw what the Ukrainians did yesterday to Russia, which is one of the biggest cyber powers today, they disrupted a large part of Moscow activity causing power outage and disabling computer systems. It is a war, where you will continuously prepare, you will hit, you will respond and it requires a defense system per se. Just as we have an army that covers the entire territory of the Republic of Albania, we have a defense force, we must have a unique force, where of course the institutions have their independence in using their share of the system, but the systems cannot work like kiosks.”
“Today we see a very dramatic situation in the justice system. If we talk about certain advances, we have the most outdated justice system in Europe, as far as digitalization is concerned. They continue to use notebooks that are much worse rated than registers at the time of the Ottoman Empire and the dictatorship period. There are many more spelling errors and extravagant incomprehensible wording than in the time of the Ottoman Empire and the time of the dictatorship, and above all they do not enable any speed or transparency in the handling or monitoring of court cases,” said Rama.
“The digital system and cyber defense system of a serious state is one. If the parliament had been included in the AKSHI system and in the AKCESK protection system, the new agency that we have set up, the situation would have been much easier for them. I’m not saying that the system wouldn’t have been hacked, but it would have been much easier,” Rama emphasized.
“In this sense innovation is a problem unless we harness all the advantages and on the other hand it is a blessing for countries like ours that through innovation can make leaps that would have been impossible in the time before high technology,” he added.
