Unemployed trainees to receive 50% of minimum wage and transport allowance

TIRANA, Oct 21 /ATA/ Jobseekers from specific groups will receive financial support to attend vocational training courses, as well as subsidies to cover transport costs.

Under a Council of Ministers decision proposed by the Minister of Economy and Innovation, participants will receive a payment equivalent to 50% of the minimum wage for each hour of training attended.

Trainees who live more than two kilometres from the vocational training institution will be entitled to a monthly transport allowance of 1,800 lekë.

Payments will be made monthly into beneficiaries’ bank accounts throughout the duration of the course, upon submission of documentation confirming their attendance.

The decision states that “beneficiaries may receive financial support for only one course within a 12-month period. If a trainee voluntarily withdraws from the course or misses more than 20% of the lessons, payments will be discontinued immediately, and they will lose their entitlement to the allowance for the current and subsequent months”.

The National Agency for Employment and Skills, through its regional directorates, will assess the needs of unemployed jobseekers from specific groups and refer them to the relevant vocational training courses.

Under the decision, upon completion of the course, participants will receive a nationally recognised certificate, while courses delivered as part of the work-based learning programme will not be covered by this support scheme.

The decision provides for the programme to run for five years from its entry into force. The financial costs will be covered by the state budget under the “Labour Market” programme.
