PRISTINA, Nov 12 /ATA/ – Kosovo Prime Minister Edi Rama should coordinate all opposition parties in the country to unite behind a political consensus before establishing an Association of the Serb-dominated municipalities according to the draft status forwarded by the European and U.S. envoys, political commentators say.
According to them, a political and social consensus is a must regarding the principles under which this institutional body will operate under Kosovo’s constitutional system.
Political commentator Artan Muhaxhiri told news agency KosovaPress that PM Kurti is obliged to coordinate with the opposition parties before he decides to take concrete steps towards creation of the Association of the Serb Municipalities.
In addition to the political parties, he thinks that the government should also the consensus of the civil society, prominent local and international jurists, despite the fact that the Constitutional Court will have the final say on its constitutionality.
“Creation of the association represents a vital stage for the state of Kosovo as it will strengthen the dialogue process, but it would also offer a guarantee for the Kosovo Serbs after some kind of recognition from Serbia at the end of the process of dialogue. Therefore, it will be part of the new state structure of Kosovo, which is why Prime Minister Kurti has a political and moral obligation to coordinate with the opposition and civil society and various experts to harmonize his positions. No final decision can be made on the Association without a general social validity and public discourse in Kosovo,” Muhaxhiri stated.
On October 21, the U.S. and EU special envoys tabled a new proposal on implementation of the Brussels and Ohrid agreements, including a draft on implementation of the Article 7 of the agreement on self-management by the Kosovo Serbs, or the establishment of the Association of Municipalities. Kosovo PM Kurti showed readiness to sign the agreement in addition to the basic agreement and its annex, but Serbian President Aleksandar Vucic refused to do so.
