Ambassador Hoxha: Russia cannot evade responsibility

TIRANA, April 5 /ATA/ Albania’s Permanent Representative to the UN, Ferit Hoxha, said on Tuesday that “the Russian army and its commanders cannot evade responsibility.”

In his speech at the UN Security Council meeting, Ambassador Hoxha stressed that “we will support the call to suspend Russia’s participation in the HRC. The UN resolution which established the Council states that “the members of the Council shall uphold the highest standards in the promotion and protection of human rights.”

“Russia’s standards are abhorrent and its presence there is a farce, a desecration of the place that should be the sanctuary for human rights.”

“Russia has an international legal obligation to respect international humanitarian law, the laws of war, including the 1949 Geneva Conventions, the First Additional Protocol. Russia has an obligation to comply with the ICJ order to immediately stop its military activity in Ukraine. But, unfortunately, Russia has made another choice, not to observe any of them and has excluded itself from international law,” said Hoxha.

Ambassador Hoxha said that “Russia has announced that it will now shift its focus to Eastern Ukraine. This means that she will focus its cruelty there, on what could end in an abrasive war. Russia has blocked the renewal of the OSCE international observer mission in Ukraine. This denies the international community the independent eyes it needs there. “This warns, alas, of more war, further atrocities, other crimes, and even more humanitarian disasters.”

According to him, this war continues to affect especially women and children. “Millions have been displaced, many of them alone, in search of security. It is heartbreaking to see mothers write names and addresses on the backs of their children so that they can be recognized if they end up orphaned. We welcome the efforts of OCHA and its partners to provide assistance, in support of the people of Ukraine and the millions of refugees in neighboring countries,” Hoxha added.

Ambassador Hoxha noted that “waiting for Russia to acknowledge and tell the truth is like waiting for Godot to come. He never comes! These are facts, serious and disgusting evidence of the atrocities perpetrated, the ugly face of this madness. Such crimes, documented by HR Watch and verified by independent and respected professional journalists, those who are banned in Russia, require answers, full investigations, effective accountability, justice. Prime Minister Rama called these crimes” terrible pain and unacceptable shame. ”

Ambassador Hoxha further stated that “the Russian army has been defeated by the Ukrainian resistance under-equipped with weapons and human resources; Russia has been isolated like never before in its history; “It has become the most sanctioned country in the world ever in history.”

“This aggression and its startling defeat have once and for all divided the fates of the Ukrainians and the Russians. Because the case of Ukraine is also the cause of democracy against tyranny and kleptocracy. It is a struggle between the will of the people against the vicious will of a person whose reckless actions have challenged everything we support and who is directly responsible for the economic disorder and food insecurity that is affecting the whole world. “He can choose to stop, withdraw troops and leave Ukraine, or continue to plunge into the abyss he has opened and face the consequences,” concluded Ambassador Hoxha.
