“E-Complaint”, another step in context of digital revolution for more transparency

TIRANA, November 1/ATA/ “E-Complaint” is the newest portal available to business, for complaints related to public procurement, concessions, mining permits, etc.

Prime Minister Edi Rama shared today in the social media detailed information on this new step in the Digital Revolution.

“Here’s another step in the Digital Revolution promoting transparency, equality of competition and security of entrepreneurship, further deepening the fight against corruption,” said Rama.

From 2010 onwards, despite the fact that all public procurement procedures for concessions and public-private partnerships take place electronically, the process of submitting and reviewing complaints has been handled in writing, causing additional costs for the business.

The business each year faced long queues at the bank, postal service or other institutions and often complaints were submitted late due to closing doors. It also faced additional costs of $ 300 to $ 1,000, such as travel and postage costs, in order to file a complaint with the Commission of Public Procurement and contracting authorities.

Searching for information on the Commission of Public Procurement website has not been easily accessible and based on open data principles.

But, the new system brings a new stage in the business-contracting authority relationship and the Commission of Public Procurement.

Through e-Albania, all domestic and foreign economic operators will submit at no additional cost complaints for procurement procedures, concessions, auctions, mining permits to contracting authorities and Commission of Public Procurement.

The system completely eliminates business contact with any state office and concludes the cycle of fully electronic development of public procurement procedures.

Economic operators will have the opportunity not only to submit the complaint electronically, but also to make the payment through the Government Electronic Payment Platform.

Upon submission of the complaint, the system is integrated with the Electronic Procurement System, the National Business Centre and the General Directorate of Taxes.

With just one click, each registered complaint is submitted simultaneously to the contact authorities and the Commission of Public Procurement. The complaint is published in real time in the public registration of complaints. Contracting authorities review the complaint and notify the economic operator through the platform.

Next, the Commission of Public Procurement will review the complaint submitted electronically and issue the final decision sealed and signed electronically. The decision is notified to the parties in real time.

The system provides control over the integrity and completeness of information and security and guarantees for unauthorized interference. The system is accompanied by a new web page where the activity is published based on the principles of open data.

The site enables the publication of real-time statistical data on the activity of the Commission, ease of searching for information in three public registers. The information is easily accessible even in JSON format, as the highest level of transparency.

The website provides access for people with visual impairments, a service established for the first time by a public institution in Albania.

This reform enables the increase of transparency, public trust, democratization of services, a new standard of publication of activity in the field of public procurement and the avoidance of corruption. /m.m/j.p/p.s./
