Territory protection from unauthorized constructions to forest damage/ Full control to deter human encroachments and illegal activities

TIRANA, May 14 /ATA/ Prime Minister Edi Rama stated on Friday in his remarks during an event on protection of the territory and strict adherence to the Criminal Code regarding the prevention and crackdown on illegal activities, from illegal constructions to human encroachment on forests, rivers, lakes and natural and cultural protected areas, that, “Today we are here to put a strong emphasis on the need to move on to another phase of the joint effort to establish full control over the territory in terms of protecting it from encroachment and illegal activities.”

“The main goal is to increase as much as possible and as soon as possible the awareness of the State Police structures about this important aspect of governance and the state obligations towards the country and its citizens,” Rama said.

“The truth is that we continue to be at a stage of confusion between institutions and a lack of oriented and successful interaction, which certainly requires on the one hand full support in terms of legal legislation. And we have already guaranteed this with the latest changes made, either to the Criminal Code or the law on disciplining the constructions. And on the other hand, it requires a new package of bylaws, so that all the responsibilities and interactions that ensue will be clear to everyone, ” underlined Rama.

“It is very, very important to understand that any unauthorized construction today significantly increases the costs tomorrow. Damaging public or private property, development plans, harming the state budget, as it spirals into a social or a financial issue, out of inertia a process of legalizations, which otherwise will never end unless it is brought to a durable end,” Rama said.

“On the other hand, Rama said, we have witnessed the case of lawful constructions that become hotbeds of abuse, overreaching the scope of permits to build other volumes and cause large deformations at the expense of community, development and the future.”

Prime Minister Edi Rama stated on Friday that the State Police have all the capacities to guarantee territorial protection of the Republic of Albania in its 28 thousand km2 from environmental crime.

“Of course, the experience gained in this period of time is great and I am confidence that on the basis of this experience, be it in the structures of the Police, the heads of the Police, or in the structures of the Inspectorate, they are able to provide feedback and bring up the problems encountered in order to draft as best and as quickly as possible the whole package of acts that will regulate this new phase and as Minister of Interior previously said, every crime against the territory should be for the State Police equivalent to any other priority of its fight, from organized crime to corruption and narcotics trafficking, ” Rama said.
