TIRANA, April 25 /ATA/ The voting process for parliamentary elections started on Sunday in the country to last until 19:00 hrs.
There are 5,199 polling stations across the country.
According to the rules set by the CEC, the polling stations open at 7:00 hrs and close at 19:00 hrs.
No one can cast the ballot after the closing time of the polling stations, except for the voters who are waiting to vote at the closing time, according to the procedures in place.
The way of voting is laid down by the CEC:
The voters will be identified by Electronic Voter Identification System (EVIS) with Electronic Identification Devices (EID) installed in 5199 polling stations to ensure the accurate identification of voters, based on the electronic register of voters.
The electronic identification process will be based on the same identification principles as performed under manual conditions.
The voter on election day will appear at his / her polling station with an ID card or biometric passport, to be identified through the electronic identification device, where in addition to the identification document he will also leave the dactyloscopic traces (fingerprints) which will serve to identify cases of illegal voting.
The voter says his / her name and presents to the VCC one of the valid official identity documents with biometric data, such as: identity card or passport.
The chairperson of the VCC, after verifying that the voter is the same as the person in the identity document, hands over the identity document of the voter to the technical operator of the VC.
The voter is stamped on the left hand by a member appointed by the decision of the VCC with a special, visible ink.
The Central Election Commission has designated the Electoral Administration Zone no. 40, in the Municipality of Tirana, as the administrative unit for implementation of the pilot project for the process of e-voting and e-counting of votes. EAZ no. 40 is made up of 32 polling stations.
Polling stations close at the appointed time. If after this time there are voters waiting in line, the VCC collects the identification documents of all voters present and calls them in turn to cast the ballot.
After the last voter present in polling station casts the ballot, then members of the VCC and the technical operator of the VC / the person in charge of the operation of surveillance camera will vote.
The VCC makes a decision to close the voting, by filling in the relevant type form, writing in it the closing time of the voting.
Given that this year’s elections are held amid a pandemic situation, the strict compliance with anti-Covid measures and protocols already in place is laid down in the CEC guideline.
