TIRANA, June 25 /ATA/-The former Chairman of the Central Election Commission, the distinguished constitutionalist Ilirjan Celibashi said during an interview on television that President Ilir Meta has no power to dissolve the Parliament.
“The President of the Republic in no case and for no reason can dissolve the Parliament. The president has not the constitutional authority to decide on a certain reason to dissolve the Parliament”, said Celibashi.
According to him, President Ilir Meta’s decree to cancel June 30 municipal elections goes beyond his powers.
“The president’s decree does not fulfill any obligation or constitutional or legal right. The Constitution and the Electoral Code have clearly defined that there is only one moment that connects the president with the electoral process and that is declaration of the election date”, emphasized Celibashi.
But, according to him, this does not constitute a serious violation of the Constitution that creates the circumstances to oust him from office./j.p/p.s./
