TIRANA, Nov 2 /ATA/ Justice Minister Toni Gogu and Health and Social Welfare Minister Klodiana Spahiu visited the penitentiary facility in Shënkoll to assess the conditions and care provided to 451 individuals under court-ordered medical treatment.
“To safeguard these rights, we have launched the process of converting the penitentiary facility into a specialised healthcare institution. The first phase, backed by an estimated investment of around ALL 2.84 billion, entails the construction of a new hospital complex featuring modern facilities for psychiatric treatment, diagnostic services and healthcare provision,” he stated.
Justice Minister Gogu stressed that “this is an investment in patients’ healthcare and dignity, aimed at ensuring that their rights are upheld every day in line with European standards”.
“The decision adopted by the Ministry of Health in October 2026 represents, in my view, one of the most appropriate steps in addressing the recommendations of the European Court of Human Rights. Healthcare must be recognised as a fundamental human right for everyone, including those serving a sentence,” she stated.
