Construction materials set for tighter controls as draft law aligns standards with EU rules

TIRANA, Oct 2 /ATA/  Construction material safety and quality are set to be subject to stronger legal safeguards under a new system for the inspection and certification of products placed on the Albanian market.

The draft law on the marketing of construction products, now open for public consultation, sets out new requirements for assessing, verifying and documenting products before and after they enter the market.

The framework aims to ensure that the performance of every construction product is clearly defined and documented, while giving the relevant authorities clearer mechanisms for market surveillance and enforcement.

The new rules will also cover product traceability, enabling construction products and economic operators to be identified throughout the supply chain. The measure is intended to increase transparency and curb the circulation of products that fail to meet technical requirements.

A key component of the draft law is the establishment of specialised structures for technical assessment and market surveillance, with the aim of gradually building the institutional and laboratory capacity needed to implement the system.

The new framework is closely tied to Albania’s EU accession process. The draft legislation aims to align national requirements for construction products with European Union standards, while gradually strengthening the administration’s capacity to apply EU rules.

Albanian manufacturers would be given a transition period to ensure fairer competition with European operators and avoid the immediate costs of adapting to the new standards.

Another key element is the digitalisation of construction product information through the gradual introduction of electronic systems to support the declaration, documentation and exchange of data.

The draft law also provides for a transitional period to move from the previous European framework, CPR 305/2011, to the new requirements under CPR 2024, with the aim of avoiding legal and administrative gaps.

Once the alignment process is complete, the aim is for construction products placed on the Albanian market to be safe, verifiable, traceable and certifiable in line with European technical requirements, raising safety and quality standards across the construction sector.
