TIRANA, September 25/ATA/ Prime Minister Edi Rama stated today that Albania is building a digital mirror powered by artificial intelligence (AI) to identify manipulation in real time.
In his address to the United Nations General Assembly in New York, Rama said that the Digital Mirror does not aim to become an arbiter of opinion, but rather an infrastructure for transparency.
“It will test claims against authoritative information and uncover coordinated structures—not just what is visible, but also how and why the information reached the audience. It will not tell citizens what to think. Truth cannot be decreed by any government. It must be data-driven, derived from the right sources, tested, challenged and openly defended,” Rama said.
Rama stated that Albania does not seek to create a “ministry of truth,” but rather aims to protect society against an industry of lies. “We should not fear machines becoming more human; we should fear human beings becoming invisible behind machines,” said Rama, calling for the protection of freedom in a territory where it is under threat.
“Let us ensure that no citizen is left alone facing an increasingly terrifying algorithmic army and that no small nation is forced to borrow its understanding of reality from beyond its own borders. Let us ensure that no democracy wakes up—without an election having taken place—to discover that its citizens have exercised their freedom of choice within a world secretly designed for them by someone they can neither see nor identify as the power behind their choice,” Rama added.
According to him, “Artificial intelligence will not decide whether this century belongs to freedom or to manipulation; we will decide that, and the machine will obey.” “The question is: whom will it obey? According to which law and in service of which human purpose? Albania has made its own modest choice. We have chosen acceleration, not surrender. We have chosen innovation, not abdication. We have chosen the growth—rather than the atrophy—of human capacity. We have chosen freedom of expression. We know what it means to live without it,” said Rama.
Therefore, he continued, “We refuse to confuse it with the unchecked freedom of machines, money and foreign powers to reach anyone, anywhere, without any accountability.”
“We choose the truth not because the truth is always easy or comfortable, but because without a shared commitment to reality, we cannot have a shared public life. And without this commitment from all of us to the reality of the world we inhabit, we will be complicit—we will be implicated in the most terrible betrayal that the parents of this world, in the history of humanity, could ever commit against their children. And without a shared world, there can be no United Nations,” he added. /r.e/a.f/p.s./
