Hasa: Building sector leads energy efficiency with 94% achievement

TIRANA, Sept 23  /ATA/ Ani Hasa, Director of the Energy Efficiency Agency, stated that the institution has achieved 65% of its energy efficiency targets, with the strongest performance recorded in the building sector, where implementation reached 94%.

Reporting to the parliamentary Committee on Civic Initiatives, Cooperation and Institutional Oversight, Ani Hasa said that since the end of 2019 a series of measures have been undertaken to promote the concept of energy efficiency and to establish a specialised body of auditors.

Ani Hasa said there are currently 100 building energy auditors, 150 energy managers and 11 auditors for industrial installations. He noted that the Energy Efficiency Agency is tasked with aligning national legislation with EU standards, with its main focus on renovating residential and public buildings, partly through pilot projects depending on available funding.

Hasa said the Energy Efficiency Agency’s main duties include preparing and monitoring policies and programmes for efficient energy use across key sectors and drafting the National Energy Efficiency Action Plan. He emphasised that one of its priorities is the energy renovation of residential and public buildings, with some interventions carried out through pilot projects depending on available funding.

Hasa said the agency’s work in 2025 focused on implementing energy efficiency policies and support schemes for solar power. He noted that its activity rests on two key laws: the 2015 Energy Efficiency Law and the Law on the Energy Performance of Buildings adopted in July 2025, for which the drafting of secondary legislation has now been completed.

Hasa reported that overall energy efficiency has reached 65% of target implementation, with the strongest results in the building sector at 94%. He explained that this reflects the fact that residential buildings account for the largest share of consumption, at 38%.
