Kosovo parliament set to resume constitutive session

PRISHTINA, Sept. 9 /ATA/ – Kosovo lawmakers are due to resume on Wednesday the constitutive session of the 11th legislature, more than a month after a political deadlock stalled the process.

The session, called for 11 a.m. by acting parliamentary chair Avni Dehari, will focus on electing the speaker and five deputy speakers.

The ruling Self-Determination Movement (Vetevendosje) is expected to again nominate Albulena Haxhiu as speaker. The Democratic Party of Kosovo (PDK) and Democratic League of Kosovo (LDK) are expected to nominate Vlora Citaku and Kujtim Shala as deputy speakers respectively.

The constitutional deadline for forming parliament expired on Aug. 7, with the process remaining blocked since then. Dehari called the new session after Vetevendosje and LDK agreed to back university professor Bekim Sejdiu as their joint presidential candidate.

The agreement has been opposed by six LDK lawmakers, raising doubts over whether it has enough support.

PDK and LDK have confirmed they will attend the session, while the Alliance for the Future of Kosovo (AAK) has said it will boycott it. AAK leader Ardian Gjini said participation would legitimise what his party considers a breach of the Constitution and warned the issue could return to the Constitutional Court.

At least 61 votes are required to elect the speaker. If the speaker and deputy speakers are elected, parliament will be considered constituted, paving the way for the formation of Kosovo’s new institutions.
