PM Rama unveils merit-based system for public administration jobs

TIRANA, Sept. 3 /ATA/ – Albania will introduce a new merit-based system for recruitment into the public administration, Prime Minister Edi Rama said on Thursday, as part of the government’s “Pasqyrë Albania” digital platform.

Rama, who is also leader of the ruling Socialist Party, said the “Merit Scale” would allow citizens seeking public-sector jobs to register a “merit passport” containing their education, professional experience, skills and qualifications.

Candidates will be notified when vacancies matching their professional profiles become available, Rama said.

A key element will be a digital examination designed to reduce the influence of personal connections in recruitment. Candidates’ identities will be replaced by codes during the competition, preventing evaluators from knowing who they are assessing.

“The exam is digital. You don’t need to know anyone, you don’t need to come,” Rama said.

He said the question bank would be managed by the system and evaluators would remain “blind” to candidates’ identities, with the final result certified by the relevant commission.

Rama said the system would make it significantly harder to interfere with or overturn competition results and would create a database of Albanian professionals, including those living abroad.

The database would allow the administration to identify the skills it needs and recruit professionals through a merit-based process, he said.
