AKSHI: Diella system meets security standards, internal server addresses not exposed in public code

TIRANA, Aug 18  /ATA/ The National Agency of Information Society (AKSHI) has addressed what it called inaccuracies recently reported about Diella, providing details on the development and operation of the artificial intelligence system on the “e-Albania” portal.

In a notice published on “e-Albania”, AKSHI said the page visible to users is the system’s interface rather than the system itself. According to the agency, when a citizen requests a document from Diella, the request is processed within government infrastructure, where the AI system developed by AKSHI in cooperation with Microsoft operates using OpenAI models on Azure.

“The page is what users see; the system that performs the work operates behind it,” AKSHI said.

The agency said that, for security reasons, a system built to established standards does not expose internal server addresses, credentials or secret keys in its public code.

AKSHI said the absence of such elements from the webpage’s code does not indicate that the system does not exist, but reflects the implementation of basic security measures.

The agency also clarified that generic internet address names such as “aibot-api” have never been part of Diella’s system or AKSHI’s infrastructure. As a result, their behaviour or responses cannot be used as indicators of how Diella operates, it said.

AKSHI said Diella has been available through the e-Albania portal since January 2025 and has processed more than 120,000 electronically sealed official documents to date, with the number continuing to increase.

AKSHI said the system was developed in cooperation with Microsoft using OpenAI models on Azure, and operates with dedicated logging and monitoring mechanisms.

“An image, an avatar or a static webpage cannot process and electronically seal official documents,” the agency said.

AKSHI said it remains open to analysis, questions and professional debate, stressing that criticism is welcome when it is based on facts and methods capable of substantiating the conclusions being claimed.

“Providing the public with accurate information is a responsibility we all share,” the statement concluded.
