PM Rama: AI marks new stage in modernising government

TIRANA, July 1 /ATA/ – Prime Minister Edi Rama said on Wednesday that artificial intelligence represents the next stage in Albania’s digital transformation of public administration, arguing that the technology can improve transparency and strengthen public institutions.

Speaking at the Ruhr Summit innovation forum in Germany, Rama said digitising government services was not simply a technological reform but a fundamental democratic transformation.

“When governments become digital, it is not just about eliminating paperwork. It is about eliminating opportunities for hidden power, unnecessary fees and favours. It is very difficult to bribe a server,” he said.

Rama said AI could play an active role in supporting public administration and announced that Albania had developed an AI-based system called “Diella” to help citizens access public services and assist the administration in selected processes.

He stressed that AI was not intended to replace civil servants but to support administrative decision-making, particularly in public procurement, which he described as one of the sectors most vulnerable to complexity, discretion and declining public trust.

According to Rama, integrating AI into procurement procedures aims to increase transparency, reduce opportunities for abuse and strengthen institutional decision-making.

“My dream is to complete this model and then sell it to Germany,” Rama said.
