Authority for Files faces challenges in delivering on Parliament’s recommendations

TIRANA, June 24 /ATA/ The Authority for Information on Documents of the former State Security has submitted its annual report to the Albanian Parliament on its activities for 2025, which also includes measures taken to implement recommendations issued by the legislature. MP and rapporteur Romina Kuko told the Committee on Civic Initiatives, Cooperation and Institutional Oversight that monitoring found that out of seven recommendations issued by Parliament to the Authority, two have been fully implemented, while five remain in progress.

Progress on the digitisation of the archival collection has continued, although at a slower pace than in 2024. Currently, 33% of the former State Security files have been digitised, with a target of 75–80% set for 2028. The head of the Authority for Files, Gentiana Sula, said some recommendations remain unfulfilled not because of a lack of institutional commitment, but because their implementation depends on partner institutions.

Gentiana Sula highlighted the declassification process, which has been stalled for a year, making it difficult to advance work such as the scanning of documents. She noted that the Authority cannot take independent decisions without the presence of a representative of the Intelligence Service to provide an opinion on the relevant documentation.

Regarding suspected burial sites, the Authority for Files has achieved concrete results. The findings have been forwarded to five municipalities. Meanwhile, the International Commission on Missing Persons has confirmed human remains in six of 17 suspected burial sites. This recommendation has been assessed as fulfilled. The establishment of a database on missing persons is also considered completed. The system, built on data collected between 2017 and 2025, was finalised in March 2026 and is integrated into the international IDMS platform, allowing families for the first time to report new cases and request information through the system.

The process of collecting archival materials from public institutions has encountered a number of challenges. As for educating young people about the communist period, the Authority for Files has carried out initiatives such as readings and awareness sessions in schools, but extracurricular lessons have not yet been incorporated into the education system.

The Mediateka online digital archive platform was developed on a technical level during 2025, with full public access expected to be launched in 2026.
