Vasili says RTSH needs modernisation, flags budget constraints as obstacle to reform

TIRANA, June 5 /ATA/ The Director General of Albanian Radio and Television, Eni Vasili, during her reporting to the Parliamentary Committee on Public Information Media, highlighted the institution’s performance in 2025, underlining that RTSH has fulfilled its mission as a public service broadcaster and ensured coverage of the country’s most significant events.

In her address, Vasili stated that, despite financial and organisational challenges, RTSH has continued to deliver quality public service and to meet its obligations to the public.

Vasili said RTSH upheld its public service role in 2025 by producing more than 3,500 hours of television content, conducting over 200 outside broadcasts, and providing technical and editorial support for major national and international events.

Vasili said the public broadcaster has significantly reduced its debt burden, with outstanding liabilities falling to 321 million lek by the end of May from 442 million lek on June 30, 2025, a decline of 27%.

She said the reduction was achieved through cost-cutting measures and stricter financial management, adding that these steps have delivered the first tangible improvements in the institution’s financial position. Vasili also noted that a series of internal reforms were implemented during 2025.

Vasili said RTSH introduced governance and organisational reforms in 2025, including stronger internal controls, improved oversight procedures, greater transparency and accountability, and a partial restructuring to enhance coordination and clarify responsibilities across the institution.

She said RTSH carried out a partial restructuring to address a fragmented and inefficient organisational setup, aiming to clarify reporting lines, improve coordination between units, and create a more functional and effective structure for achieving the broadcaster’s objectives.

Vasili also said that, in cooperation with the European Broadcasting Union, an independent assessment of the state and future prospects of Albania’s public broadcaster had been conducted.

According to Vasili, the report highlighted the need for a structured transformation process and outlined a series of strategies for the long-term development of RTSH. As part of the reform and modernisation process, EBU experts reviewed the institution between October and December 2025 and identified priority reforms to be implemented in the coming years.

She said the European Broadcasting Union assessment found that RTSH continues to enjoy public trust and plays an important role in the public media landscape. However, the report highlighted the need to strengthen digitalisation, expand content targeted at younger audiences and the diaspora, and make greater use of audience data in editorial and strategic decision-making.

Vasili added that the report also underscored the need for further modernisation of the public broadcaster to better meet audience expectations and adapt to the evolving media environment.
