TIRANA, June 4 /ATA/ Minister of Justice Toni Gogu said on Thursday that the justice reform is entering a new phase, where the focus is no longer solely on the establishment of institutions, but on their consolidation through the professional and ethical training of the new generation of magistrates.
At the wrap-up conference of the twinning project for strengthening the School of Magistrates, the minister emphasized that the quality of justice depends not only on laws and institutions, but also on the people who implement them.
Justice Minister Toni Gogu said in his remarks: “The question of where justice begins often elicits varied responses. Many would point to the courtroom, others to the Constitution. Yet, in truth, justice begins much earlier — within the lecture hall where the future judge is educated and in the classroom where the future prosecutor is trained.”
Referring to recent developments in the European integration process, the minister assessed that the confirmation of IBAR for Albania is another proof that justice reforms have produced concrete and verifiable results.
He stated: “We are moving from a phase of reforming the system to a phase of consolidating it; from the building of institutions to the strengthening of their professional culture.”
The minister acknowledged the contribution of the European Union, of partners from France, Italy, and the Netherlands, as well as of the School of Magistrates itself, in modernizing the magistrates’ training system.
According to him, the success of the project is measured not only by procedural or academic changes, but by the long‑term impact it will have on the quality of Albanian justice.
In conclusion, Gogu emphasized that citizens’ trust in justice is built through the individuals who will administer it in the years to come.
Justice Minister Gogu declared: “Institutions are established through laws. Yet trust is built through people. And it is precisely here, within the School of Magistrates, that the individuals who will bear the responsibility of administering Albanian justice in the years ahead are being prepared.”
