TIRANA, May 20 /ATA/ The Democratic Party today announced the establishment of a Department of Artificial Intelligence, presenting it as a new instrument of innovation and renewal in organisational structures, internal arrangements, and communication.
In his address, the Chairman of the Democratic Party underscored that humanity is living in what he termed the ‘era of artificial wisdom,’ which he characterised as the most profound technological revolution in modern history.
Berisha also addressed the appointment of Diella as Minister of State for Artificial Intelligence. According to Berisha, ‘after examination, not a single cell of artificial wisdom was found.
The Democratic Party leader further recalled his period in government, noting that in 2005 Albania had only 4.9% internet coverage, while the government’s objective was the construction of a ‘Digital Albania.’ He stated that by 2013 penetration had reached 63%, close to the European average.
According to Berisha, one of the greatest achievements of that period was the launch of the digital platform for public procurement, making Albania ‘the first country in the world’ to implement an electronic system for public tenders, with the exception of small-scale purchases.
Berisha emphasised that Albania was the world’s pioneer in applying a digital system to public procurement, save for small-scale purchases. He recounted a Brussels forum where a prominent German academic, founder of Transparency International, observed that this accomplishment demonstrated resolute political will, since other European nations could have acted sooner but refrained in order to preserve control over procurement.
Berisha stated that this initiative led to the establishment of the system, which, during its first three years up to 2013, was evaluated and certified by the United Nations, with Albania being honoured with the organisation’s second prize for transparency. He added that today, transparency in public procurement, which had been assessed at 80 points during the period 2010–2013, has declined to 65 points in 2026.”
