TIRANA, April 28 /ATA/ The Chief Justice of the High Court, Sokol Sadushi, participated in the joint session of the High Judicial Council and the High Prosecutorial Council, focusing on the ethical and professional evaluations of magistrates and measures to reduce the case backlog.
In his remarks, Sadushi emphasized that the ethical and professional evaluation of magistrates is not a mere formal procedure, but a fundamental mechanism for promoting meritocracy, supporting career development, and ensuring the effective functioning of the justice system.
He emphasized that timely evaluations play a crucial role in magistrates’ appointments, promotions, lateral movements, secondments, and delegations. He noted that delays in this process are more than administrative issues, as they directly affect the filling of vacancies, the operational efficiency of courts and prosecutorial offices, and the reduction of case backlogs.
The chief justice of the High Court emphasized that the judicial reform was intended not merely to establish new institutions, but to fundamentally transform the mechanisms of self-governance, promotion, oversight, and accountability within the system. He stressed that the newly established institutions must not perpetuate the deficiencies that previously characterized the judiciary.
In his remarks, Sadushi also highlighted the delays in filling the two vacancies on the High Court, stressing that a court functioning below full complement suffers a reduced adjudicative capacity and faces significant challenges in maintaining momentum in the reduction of backlog.
In conclusion, the Chief Justice of the High Court called for the ethical and professional evaluation of magistrates to be treated as a strategic priority by the High Council of Justice (KLGJ) and the High Prosecutorial Council (KLP), through a concrete action plan with defined timelines, measurable objectives, clearly assigned responsibilities, and regular public reporting.
