TIRANA, April 3 /ATA/ – The government is preparing a new national programme to address parking shortages, particularly in high-tourism areas across Albania, Minister of State for Local Government Ervin Demo said on Friday.
Speaking at a meeting in Tirana with mayors, attended by Prime Minister Edi Rama, Demo said work is underway with local government authorities to identify suitable locations for parking infrastructure in areas with heavy traffic flows.
He added that new financing models are being explored to make it easier for municipalities to access loans, noting that parking projects are considered financially viable investments.
“We have been working with municipalities affected by high tourist flows to identify potential sites for parking facilities,” Demo said. “Under planned legal changes, municipalities will find it much easier to secure financing from commercial banks, as parking investments are revenue-generating and can repay themselves without burdening local budgets.”
Demo said two measures have been identified to simplify municipal borrowing, reducing the need for lengthy approval procedures from the Finance Ministry. He added that when projects are backed by municipal assets as collateral, financing procedures become more straightforward.
He also noted that additional programmes supporting parking infrastructure are available through national development mechanisms.
Separately, Demo said the government plans to engage international architects in the design of kindergartens and nurseries as part of broader efforts to improve public infrastructure and enhance the quality of community spaces.
