PM Rama: Albania using AI to transpose EU legislation

TIRANA, Jan 14 /ATA/ – Prime Minister Edi Rama said on Wednesday that Albania is using artificial intelligence (AI) in the process of transposing European Union legislation into its domestic legal framework.

Speaking at a panel during the Sustainable Development Week summit in Abu Dhabi, the government head also outlined the country’s preparations for the large-scale use of artificial intelligence.

“We actually started from the opposite end in our effort to get the best out of digital technology, because due to many inherited problems in delivering better administrative services, digital technology allowed us to completely change how the administration operates in relation to citizens,” Rama said.

The Premier noted that for several years now, 95% of public services have been delivered electronically.

“All physical service contact offices across the country have been closed. There are no queues and no wasted time, as people receive services online, both inside Albania and from abroad,” he said.

Rama said artificial intelligence is now being used throughout the process of transferring EU legislation into Albania’s legal system.

“To join the EU, every law and regulation must be adopted in the same way across all member states. This has traditionally involved an enormous workload for translators, lawyers, drafters and proofreaders. With artificial intelligence, we are doing this much faster and with a very high degree of accuracy,” he said.

He added that work is under way together with the minister for artificial intelligence, Diella, on transposing the EU legal corpus.

Rama also said the government is working on what he described as a cutting-edge initiative to introduce AI-driven public procurement, aimed at removing human involvement from the process and allowing procurement procedures to be carried out by artificial intelligence.

“So far, progress has been good,” he said.
